Homeless Prevention and Rapid Re-Housing

(HPRP)

Goal is to prevent homelessness or quickly re-house those who become homeless

Target populations are people who have limited assistance AND can return to self-sufficiency

Types of assistance

•·         Financial assistance to pay rent, utilities, deposits and up to 3 months in arrearages

•·         Case management focused on housing stability

•·         Legal assistance resolving landlord-tenant disputes

•·         Rental tenants only - not mortgage

Eligibility

•·         Income at or below 50% AMI (see chart below)

•·         No appropriate subsequent housing options identified AND lack financial resources and support networks needed to obtain immediate housing or remain in existing housing," Would this individual or family be homeless but for this assistance?"

Prevention - for people who are still housed

•·         Enter via County General Assistance -  Central, North East, Lower Valley offices

•·         County General Assistance will screen for eligibility and scope of assistance needed

•o       One-time or short term assistance (up to 3 months)

•o       Medium term assistance (4-18 months) - ongoing case management mandatory

Example:     Family had short-term loss of income or spike in expenses and fell behind on rent, now being evicted from apartment and has no means to alleviate and maintain

Example:    Single woman is sleeping temporarily on mother's couch, can't find apartment to rent on low income; mother has given her 10 days to leave

Example:    MHMR client is living in apartment, but falls behind on rent, faces eviction

Example:    Family experiencing domestic violence, needs assistance with deposit to move to safe apartment

Rapid Re-housing - for people who are homeless now or who are doubled up living with another family

•·         Enter via TVP Non-Profit Corporation

•·         For homeless individuals or families referred thru shelters

•·         TVP staff will develop supply of available apartments and willing landlords

•·         Can provide up to 12 months financial assistance and case management to establish and maintain housing stability

•·         Not all clients will be appropriate

Through collaboration and coordination of efforts and an effective balance of programs, El Paso’s Continuum of Care will meet the diverse needs of persons at risk of becoming homeless, homeless individuals and families who can transition to a return to self-sufficiency, and those homeless who are no longer able to be totally independent.
